Hailey Paige Buzbee was a 17-year-old from Fishers, Indiana.
She was a daughter, a sister, a niece, a cousin, a friend-- A teenager with her whole life ahead of her.
January 6th, 2026 - Hailey Buzbee was reported missing after her parents didn't find her in her bedroom getting ready for school. From day 1, she was publicly labeled a “runaway."
As days passed, detectives learned that Hailey had been coerced by an older male (39) online.
January 19th, 2026 - Hailey's status was publicly changed to an "Endangered Missing Juvenile."
However, the publics negative connotation of being labeled a runaway and dismissive attitudes didn't go away--
Regardless of what her status was changed to, two weeks later.
February 1st, 2026 - Hailey was sadly found deceased.
Hailey's death has devastated her family, shaken her community, and sparked widespread grief far beyond Indiana—because so many people recognized how easily this could happen to any child.
With the increased public attention on Hailey's death, we are using this momentum to focus on solutions and advocate for meaningful change with "Hailey’s Law" which is focused on improving missing-person alerts and creating early, regularly updated education on online exploitation and grooming for children and teens.

We call on the Indiana General Assembly to pass a comprehensive safety package, otherwise known as "Hailey's Law"

2.Mandate yearly, updated Predator and Online Grooming Education in Indiana schools.

On January 5, 2026, 17-year-old Hailey Buzbee went missing from Fishers, Indiana. She was immediately classified as a “runaway.” Because there was no confirmed physical abduction, an Amber Alert was not issued. Because she did not have a qualifying disability, a Silver Alert did not apply. But Hailey didn’t simply “run away.” She was lured.
In today’s digital world, a predator doesn’t need a van or a public encounter—they only need a smartphone. Indiana’s current alert system leaves a dangerous gap when someone goes missing under suspicious, unusual or high-risk circumstances that don’t meet existing alert criteria. That gap can delay public awareness during the most critical early hours.
We are calling for Hailey’s Law, which would:
1. Create a “Pink Alert” system for missing persons and children when credible risk indicators exist, even if Amber or Silver Alert criteria are not met. This would include timely public notification when disappearances involve unusual or concerning circumstances.
2. Mandate modern predator awareness education in Indiana schools, focused on online grooming, digital manipulation, and coercive tactics used today.
For decades, we’ve taught children “stranger danger” and warned them not to accept candy from someone in a van. While those lessons still matter, they no longer reflect the most common threats. Today’s predators often pose as friends, peers, or mentors—reaching children through social media, gaming platforms, and online communities. Our laws, alerts, and education standards must reflect that reality.

"Pink Alert"
Establish a statewide alert similar in structure to AMBER and Silver Alerts for when a person's disappearance is deemed dangerous or unusual, but not qualifying under current AMBER Alert criteria.
This alert would activate when credible risk indicators exist, such as:
• Evidence of online grooming or predator contact
• Suspicious or coercive communications
• Sudden unexplained disappearance
• Exploitation or trafficking risk factors
• Credible threats or alarming digital activity
• Vulnerability due to age or circumstances
This petition will be edited in the near future with additional details. The overall synopsis will remain the same.
THE "PINK ALERT"
WHY PINK?
The creation of The"Pink Alert" is in honor of Hailey Paige Buzbee. Hailey's favorite color was pink.
WHO WOULD BE NOTIFIED?
With a #PinkAlert, notifications would be sent to people in the immediate geographic area where a person was last seen.
For example, investigators could determine that an alert should be activated for a 10-square-mile area or roughly a 2-mile radius from the last known location.
For Hailey, that would have meant notifying people within the area shown below.


If investigators believed a missing person was traveling, alerts could also be extended along the suspected direction of travel, increasing the chance that someone recognizes the person, vehicle, or situation.
Example
If law enforcement confirms a suspect vehicle through Flock camera data, alerts may be issued along the relevant travel corridor, accompanied by broadcast interruptions to disseminate official information.

This amendment is to INCLUDE "Runaways" in the criteria.

So.. Why wouldn’t you want to know when a person goes missing near you — or along your path of travel?
Most people wouldn’t mind being notified.
In fact, most people would WANT to be notified.
That’s where a “Pink Alert” comes in.
Targeted notifications sent to people in relevant areas when someone goes missing.
So there’s more chances of a person being found safe.

Everyone who knows Hailey will tell you she is the kindest, sweetest girl, and her beautiful smile can light up anyone’s day. On Monday, January 5th, 2026, Hailey was last seen at home around 10pm. We believe she left in the early hours of Tuesday, January 6th, and we suspect someone may be assisting her. We are deeply concerned for her safety and believe she may be in danger.
